The ordinance directed the Geographer of the United States, Thomas Hutchins, to survey an First east–west foundation line. Hutchins commenced in 1786, employing as his start line a stake on north financial institution in the Ohio River positioned by a 1785 study workforce from Virginia and Pennsylvania to fix their common north–south boundary.
